COMELEC employees bares criteria for the next Poll Chief, Commissioners
Employees of the Commission on Elections (COMELEC) have put forward their own set of criteria that President Benigno Aquino III should follow in appointing the next Chairman and Commissioners of the poll body.
COMELEC Chairman Jose A.R. Melo’s appointment is set to expire on January 31, 2010 after publicly announcing recently that he will no longer serve the remaining portion of his term. Meanwhile, Commissioners Gregorio Y. Larrazabal and Nicodemo Ferrer’s appointment will end on February 2, 2010. The retirement of Melo and the two Commissioners will result to three vacancies in the 7-member collegial body.
According to the Alliance of COMELEC Employees in Service (ACES), the incoming COMELEC Chairman and Commissioners must have “integrity, knowledge, credibility, independence and pro-worker credentials.” “They must be God fearing, have an impeccable character and the heart for the rank and file employees of the COMELEC,” it added.
“We want a COMELEC Chairman who is truly independent and not in any way beholden to anyone,” stated Luallah Elisa B. Pama, President of the ACES. As much as possible, Pama said; “the next set of Commissioners should be insiders who are knowledgeable in the inner workings of the Commission”.
“The COMELEC deserves a Chairman that respects the democratic rights of employees to organize and to negotiate with management on matters concerning the welfare of the COMELEC employees nationwide,” added Pama.
The Alliance also said that the incoming poll chief and Commissioners must posses the capability to solve long standing issues and problems of the COMELEC rank and file regarding the Government Services Insurance System (GSIS).
The ACES urged President Aquino to take into consideration the set of criteria that the COMELEC employees have put forward.
Founded in 2004, the ACES is the recognized employees organization of the COMELEC. This month, the group will be holding its General Assembly to draw their wish list on the incoming set of poll Chairman and Commissioners. –end-
